photo etch for braille scale parts.

I use Gorilla superglue for photo-etch.  It has rubber particles in the formula, to give just a hint of flex so it's not quite as brittle.

Get some Gator Glue.

It is a water based adhesive but holds photo etch parts better than CA.I love the stuff.

This is from Frank Spahr who is a small scale ship builder on M2,

My approach is as follows: I pre-paint railings and most other PE subassemblies, either on the fret or after assembling them.

To attach railings to the model, I use thin CA. I put a drop of it on an old jam jar lid, and carefully touch it with the pre-cut and pre-bent piece of railing. Capillary action!

Now I carefully place the part on the model. Any offending areas (gaps or areas where the glue doesn´t stick yet) are addressed with disposable plastic mini pipettes. They are great to apply small amounts of glue into these areas.

Micro Kristal Klear is also great for filling small gaps.

After that, the paintjob is touched up - as I use acrylics, that works fairly easy.

Now any thin CA gets thicker over time, so with the stuff on the jam jar lid for a while, it´s OK to attach other PE parts that need a thicker glue, like radar arrays or figures. I carefully dip the piece into the glue puddle and then glue.

With the 1/350 scale Bismarck there are many many small tiny tiny photo etch parts, what is the best way of attaching them to I don't make a real mess of the parts and the kit parts.
